I enclose a copy of a minute by the Attorney

General dealing with the legal points referred to in your

letter.

1 propose to await for the present the result of my urgent representations to the secretary of state for the Colonies with a vie. to the resumption of extradition to China.

If the proposed amending bill, is approved by the secretary of

state, it will not be necessary to consider the proposed

certificate. If on the other hand the secretary of State

disapproves of the bill it is very doubtful if he would approve

of the certificate; but I shall be quite prepared, and indeed

anxious, to take up that point with him unless the legal and political difficulties appear to be insur:ountable.
